(Please only do so if you actually own a copy of ComicWorks. Also, it's not right to export tone files from ComicWorks and Manga Studio to PSD/TIFF format and sell them. This may sound dumb, but I need to put up this warning.)
First you need to export the tone from comicworks as PSD file, with layers. Don't merge down the tone with the sketch layer. You need to have a sketch layer, and the tone layer. Make sure the file can open in Photoshop first, before you import to MS.
Open a new file in MS, import the tone PSD file as layer, and only select the tone layer to import. Click "paste white as transparent".
Than save the tone pattern under edit> save pattern as tone.
