What is the different between monochrome and color output

Here is the sample of exporting with different mode and dpi:

In Monochrome mode, it only got 2bit, which means it can only display two color: black and white. In 8bit color mode, it can display 256 color/gray, so you can see the grayscale.

In 8.5 x 11 @ 600 dpi, the file size is big enough to contain all the data, that's why you can see a whole dot in black.
But a 8.5 x11 @72 dpi with the same image, you're sacrifice the quality for a smaller file size, the loss data is make up in grayscale. But in monochrome mode, since it can only display black and white only, you got those werid pattern.

So there is no way to get the same quality output as what you see in the working page, unless you export it as 100%.
