After you import the PSD file, the import image menu should pop's up. There are three taps on the top "MOVE and TRANSFORM" "LAYER SETTINGS", and "FILTER." Click on the "MOVE and TANSFORM" tap and scale your drawing there. You can click on the drop down menu and use free transform too."

After you import the PSD file back to MS, you need to change the layer back to raster type:

Right click on the layer> change layer type> 2bit black and white, select finish type

Now it should be the same quality as in Manga studio file.
